1. Who is Responsible?
According to the rental agreement, although the ownership of the vehicle belongs to the car rental company (rent a car), the legal responsibility for all administrative fines issued during the rental period belongs to the person using the vehicle.
- Fines issued face-to-face by traffic police are immediately notified to you.
- However, fines issued by Electronic Supervision Systems (EDS) or camera systems (speeding, incorrect parking, etc.) are first notified to the vehicle owner (rental company). The company, through the legally mandated KABİS (Rental Vehicle Notification System) records, reports the renter's information at the time the fine was issued to the relevant authorities (General Directorate of Security/Revenue Administration). After this stage, the fine is legally recorded in your name.
2. How to Check for Traffic Fines?
It is crucial to regularly check for any potential fines without waiting for the notification to reach your address, in order to avoid missing the discounted payment period.

3. Where and How to Pay Rental Car Fines?
Since traffic fines are collected by state institutions, the payment points are the same for all renters.
Official institutions and channels where you can pay your fines:
- Revenue Administration (GİB) Interactive Tax Office: Offers online payment via credit or debit card.
- e-Devlet Kapısı: Direct payment links are available after inquiry.
- Branches / Internet Banking / ATMs of Contracted Banks: Most banks offer traffic fine payment services using the license plate or the ticket serial number.
- PTT Branches: You can make cash payments at all PTT counters.
- Tax Offices: You can make payments in cash or by card by visiting the tax offices in your place of residence or where the fine was issued.
4. What is KABİS and Why is it Important?
KABİS (Rental Vehicle Notification System) is a digital infrastructure created by the General Directorate of Security to ensure the safety of the car rental sector.
Car rental companies are legally obligated to report;
- The renter's identity information,
- The details of the rented vehicle (license plate, date, time, etc.)
to KABİS electronically at the time of the rental.
KABİS ensures that when a fine is issued, it is immediately directed from the vehicle owner to the actual responsible person (the renter) who was using the vehicle at that time. This prevents confusion of fines and facilitates tracking.
